In this article we examine the relationship between international law, migration and security from two perspectives: first we interrogate the current state of international law regarding the two issues; (a) migration from the perspective of the human rights acquis on which everyone, including migrants are entitled to rely in respect of their treatment by states; (b) anti and counter terrorism measures adopted at the UN which are intended to guide states actions as regards this issue both as a national and transnational one. What we describe is a framework in which there is legal clarity regarding rights set out in binding instruments to which states have committed themselves by virtue of their ratification of the instruments.en_US
