dc.description.abstractMigration has been politically sensitive for the international community for some decades. The simple fact that one country’s citizens may be another country’s migrants exemplifies the potential for disagreement among states. The treatment by immigration authorities of one state of nationals of another all too often can escalate to the political level and even perturb international relations and international justice. There are two poles of opinion which explain this sensitivity: first, many states claim that border controls and immigration are matter of exclusive state sovereignty; secondly many states recognise that border controls and immigration are matters of shared responsibility in respect of which states cannot act unilaterally. Between these two poles there is a myriad of state positions regarding border controls and migration.en_US
