    Abstract
    When the Lisbon Treaty on the Functioning of the European Union comes into force national parliaments will no longer ratify international trade agreements, such as those relating to intellectual property enforcement. Instead, the European Union will have exclusive competence and the European Parliament in particular will have significant new powers to influence provisions in trade agreements on intellectual property enforcement.
